The information collected about the company and the products marketed or produced serves to customise and generate the reports, whose accuracy depends on the accuracy of the information provided.

Depending on the product/service subscribed, individualised reports are generated with information on the public business opportunities for the selected products/services.
Note that there are reports common to all products and reports with additional information specific to a particular product, so the technical data sheets of each product/service should be consulted.

All reports/documents produced by Affereo are available in the client's private area, in folders associated with the subscribed products/services, to facilitate their consultation.

The CPV – "Common Procurement Vocabulary" establishes a single classification system applicable to public contracts to standardise the references that contracting authorities and contracting entities use to characterise the subject matter of their public contracts.

According to the language, enter the name of the product or service you want and CPV suggestions are displayed to select.
For accurate results, it is recommended that you enter a concrete product.

The CPV alert message, not recommended by Affereo, warns the customer that the selected CPV has been seldom used or may not have information about the last five years in that specific country, so the likelihood of receiving reports is reduced. In this case, the client is advised to choose a separate CPV.

The product is activated and the respective reports are generated after all the subscribed CPVs have been selected.

Each product sheet identifies the countries where the product/service is available.

The reports are presented in the chosen language and are available in Portuguese, Spanish, French and English.

The dates in the reports are in the format:


DD/MM/YYYY

  • DD - Day of the month
  • MM - Month of the year
  • YYYY - Calendar year

Currency amounts are in the following format:


Amount: X XXX XXX,XX Currency: MMM


Cash amounts are separated:

  • thousands by space
  • units by commas


MMM - The currency is identified by its symbol (EUR; NOK; PLN; GBP; USD; etc.)

The rating results from the evaluation of the various factors of the procedure. Each one weights according to its relevance, expressed in a scale of scores, which provides the economic operator with an assessment of the chance.


On each of the opportunity reports is affixed a stamp "Affereo" with a classification identified as:

  • Platinum – Excellent opportunity
  • Gold – Good opportunity
  • Silver – Average opportunity
  • Bronze – Low opportunity

To classify the opportunity of each procedure, Affereo applies an automated mathematical formula using artificial intelligence and models developed by a multidisciplinary team – legal experts, lawyers, mathematicians, Public Procurement consultants, Winning Tenders and Data Science.

In procedures carried out by a group of contracting entities with joint procurement, the information in the public entity report is generated for each entity that is part of the Group.



In this type of procedure, each lot is considered an independent tender and an opportunity report is generated for each of the lots whose CPV/product has been selected by the customer.


In the subscription of products that provide for the issuance of the public entity report, the information reported is relative to the selected CPV/product whose opportunity or opportunities were communicated to the customer.

The reports are generated and archived in each customer's private area during the product's subscription period. Each new subscription period eliminates the reports for the previous period.


If the products/services subscribed generate a large number of reports, Affereo reserves the right to delete the oldest ones to retain at most the last 25 reports of opportunity and public entity.

Subscriptions can be annual (365 days), half-yearly (180 days) or quarterly (90 days), or individual/single.

Payment can be made in the following methods:

  • VISA/MASTERCARD/AMERICAN EXPRESS
  • PAYPAL

Payment for the annual, half-yearly or quarterly subscription, as well as for individual/single reports, is made when the product/service is subscribed to.

Provision of services to taxable persons (B2B):

  • Domestic:
    • The VAT rate in force applies in Mainland, Azores, and Madeira.
    • The VAT rate in force on the date of invoicing will be determined based on the customer's head office.
  • Intra-Community and extra-Community:
    • The applicable VAT scheme is "VAT - Self-settlement". The transactions are taxed for VAT purposes by the customer in their own country, provided they have an active registration in the "VIES" system.
    • If the customer does not have an active registration in the "VIES" system, the current rate in force in Portugal - Mainland will be applied.

 

Provision of services to non-taxable persons (B2C):

  • There are no transactions with private customers, so adherence to this scheme does not apply.
  • Before subscribing, use the form or the phone contact available on the portal.
  • After subscribing, through the chat associated with each of the products/services subscribed.

The portal's time zone is GMT +01:00 (daylight saving time) and GMT +00:00 (standard time).

Support runs Monday through Friday from 9:00 a.m. to 6:00 p.m. in the GMT +01:00 (daylight saving time) and GMT +00:00 (standard time) time zone, being inactive on weekends and the following days of the year:

  • January 1st
  • Good Friday
  • April 25th
  • May 1st
  • May 9th
  • Ascension Thursday
  • June 10th
  • August 15th
  • October 5th

Affereo uses the personal and business data provided by the customer, and it is forbidden to share, make available or communicate them to persons or entities that are not part of the Affereo Portal or that have not been contracted - by it - for the execution of services.

The Time Pack refers to purchasing a set of service hours provided by specialised consultants to complete the contracted works.


Each time pack consists of a minimum of 10 hours and can be contracted in multiples of 10 hours.

The Time Pack applies to all services provided on Affereo’s platform, except for price-set services.

The consumption of estimated hours, contracted hours and hours already spent can be consulted quickly and effectively in the customer's private area in a chart associated with each contracted service.

No. The services identified with set prices are not subject to the Time Pack.

This chart only includes information provided by the contracting entities, meaning that an estimated value forecasted for the procedure can be compared with the awarded value. Awarded values of € 1 or less by the contracting authority are not considered.


Negative percentage values are based on information provided by the contracting entities, where the estimated value is lower than the awarded value, making it impossible to assess the reason for the increase in the awarded value compared to the initially estimated value.


Concession procedures are not taken into consideration.

The conditions for participation are provided in the "Deep Search" and "Match" products whenever the public entities disclose them in the notice. However, in some cases, depending on the country, there may be no conditions for participation in the procedures. As a result, this information does not appear in the opportunity report.


The opportunity report may mention that the conditions for participation are indicated in the tender documents, which are not published in the notice.
